CONSTITUTION

Article I

Name

The name of this organization shall be the University of Kentucky College of Agriculture Student Council.

Article II

Objectives

The objectives of this organization shall be to improve the College of Agriculture's curriculum, student-faculty environment, student organization involvement, and other matters deemed necessary.


Article III

Membership

The membership of the College of Agriculture Student Council shall be divided into three groups (elected class representatives, club representatives, and major representatives). All members of the College of Agriculture Student Council must be enrolled in the College of Agriculture (or Biosystems and Agricultural Engineering).

Section 1: The president or one selected representative of each club within the College of Agriculture as recognized by the Council.

Section 2: Nine at-large representatives selected by Article IV, Section II & III.
Sophomore candidates shall not have more than 45 credit hours at
conclusion of the Spring Semester. Junior candidates shall not have more than 75 hours credit at conclusion of Spring Semester. All Senior Representatives must carry at least 90 hours. All candidates must have an overall grade point standing of 2.00 at the time of election. All elected representatives must serve as a chair or co-chair for at least one event during their term.

Section 3: The College of Agriculture student senator to the University of Kentucky Senate shall be a member of the College of Agriculture Student Council.

Section 4: The president of the College of Agriculture Student Council is elected by Article IV, Section 2. Candidates for president must have a 2.00 grade point standing and not have less than 60 hours credit at conclusion of the Spring Semester. It is highly recommended that candidates for President have been a prior member of the Council.

Section 5: The selected representative of an organization may only represent that
organization at the College of Agriculture Student Council meetings.

Section 6: One representative from each academic major within the College of
Agriculture to be appointed by the Director of Undergraduate Studies for each respective major. This representative should be appointed one week after the elections for the Spring Semester preceding the year of the term.

Section 7: All committee members will serve on a least two committees during the
academic year.

Article IV

Election Procedures

The President and nine-at-large representatives (three per class) shall be elected by the following procedure:

Section 1: The election will be held in April.

Section 2: The President shall be elected by a plurality of the votes cast.
Representatives shall be the three individuals with the greatest number of
votes in each category.

Section 3: In the event of a tie, the Council will interview the candidates involved and will determine the representative. This section applies only if more than six candidates are affected.

Section 4: If the President and/or elected representatives fail to return to school,
candidates receiving the next highest number of votes shall assume the position(s).

Section 5: Term of office shall be from June 1 to May 31.

Section 6: Any undergraduate student in the College of Agriculture may vote in College of Agriculture Student Council elections.

Article V

Officers

Section 1: The Officers of the College of Agriculture Student Council shall be known as the President, Vice-President, Secretary, Treasurer, and Reporter.

Section 2: The Vice President, Secretary Treasurer, and Reporter shall be elected at the end of the academic year after elections and shall serve for one year.

Section 3: Vacancies occurring in any office of the Council caused by resignation,
removal or otherwise shall be filled by an election of the Council at the first regular meeting after the vacancy occurs.


Article VI

Duties of Officers

Section 1: It shall be the duty of the President to preside at all meetings of the College of Agriculture Student Council. The president or his appointee will serve as a voting member on the undergraduate curriculum committee.

Section 2: It shall be the duty of the Vice-President to preside over the meetings in the absence of the President, to coordinate committee activities and to be
responsible for updating the Ag. College calendar in the Ag. North Lobby and the dry-erase board in the cabinet of the Garrigus Building.

Section 3: It shall be the duty of the Secretary to record the proceedings of the Council, to manage student organization registration, and to handle the correspondence of the Council.

Section 4: It shall be the duty of the Treasurer to keep record of receipts and
disbursements of the Council.
Section 5: It shall be the duty of the Reporter to coordinate all notifications for
meetings and events and to manage the Council’s website.



Article VII

Meetings

Section 1: The College of Agriculture Student Council shall hold a regular monthly
meeting at a date agreed upon by the Council.

Section 2: The President shall call additional meetings when deemed necessary.

Section 3: Each organization is required to have the selected representative or a
substitute present at each College of Agriculture Student Council meeting.

Section 4: All representatives who miss two meetings within their term, without an
excuse from the secretary shall receive a warning of suspension of Council representation. Notices shall be sent to their representative department or organization. If the representative misses a third meeting, he/she shall lose his/her seat on the council and a replacement representative will be found. For elected representatives, the person with the next highest number of votes received during the Council election for that academic year to assume the position. The University of Kentucky Excused Absence Policy, as defined in the University Bulletin, will be used to determine the validity of an excuse for missing a meeting. Anyone expected to miss a meeting should contact the Secretary or Advisor no later than the day before the meeting.

Section 5: The officers of the College of Agriculture Student Council are required to attend 75% of the Council meetings held; if this requirement is not fulfilled, they shall be expelled from their office and the Council shall elect an individual to fill that office. Excuse policy will be followed as described in Section 5.

Section 6: All members of the Council should provide College wide updates to the groups they represent at meetings, in classes, or via email.

Article VIII

Voting

Section 1: The members of the Council shall be entitled, only when present, to one vote on each proceeding with the exception of the President, except in case of a tie. In order for club representatives to vote, the club they represent must have paid their club dues to the Council.


Article IX

Amendments

Section 1: The Constitution may be revised or amended by a 2/3 vote of the Council at any regular meeting, if notification is given ten calendar days prior to the meeting.


Article X

Advisory Council

The Advisory Council of the College of Agriculture Student Council shall consist of the Dean of the College of Agriculture, the Associate Dean for Instruction, and Director of Student Relations of the College of Agriculture. Its duties shall be to advise and assist the Council.


Article XI

Ratification of Constitution and By-Laws

Ratification of this constitution and by-laws requires a 3/4 vote of the members present at any regular meeting of the Council.

The Council shall be an active participant in many College of Agriculture activities

Article XIII

Freshman Representatives

Section 1: Applications for Freshman Representatives will be taken the second week of September.
Section 2: Freshman Representative elections shall be held the third Tuesday and
Wednesday of September.
Section 3 : Representatives shall be the three individuals with he greatest number of votes.
Section 4 : In the event of a tie, the Council will interview the candidates involved and will determine the representatives. This selection applies only if more
than six candidates are affected.
Section 5: All freshmen representatives must serve as a co-chair for at least one event during their term.Revised March 2002
