David G. Powell graduated with a veterinary degree from the University of Bristol (England) in 1965. His first professional appointment was as veterinary advisor to the Cobb Breeding Company a major producer of broiler breeding stock in Europe. Over a five year period he participated in studies of the epidemiology of Marek’s disease and field trials to evaluate a vaccine.

In 1970 he was appointed equine epidemiologist at the Animal Health Trust, Newmarket, England to undertake an investigation of respiratory disease occurring among racehorses in training, supported by the HorseRace Betting Levy Board. He was intensively involved in the investigation of Contagious Equine Metritis (CEM) which occurred on stud farms in Newmarket during 1977 and became one of the authors of the Code of Practice to control the disease. Over the next few years he visited Ireland, France, Canada and Kentucky (USA) to advise on the control of CEM.

During 1979-80 he was visiting professor at Michigan State University School of Veterinary Medicine where he taught veterinary epidemiology. He received Fellowship of the Royal College of Veterinary Surgeons in 1979 for a thesis entitled “A Study of Infectious Respiratory Disease among Horses in Great Britain, 1971-1976”.

In 1985 he joined the faculty of the Department of Veterinary Science, University of Kentucky as equine epidemiologist in the Extension Title Series. During a 20 year period he has been involved in disease outbreak investigations including equine influenza, Hong Kong, 1992, equine viral arteritis, Arlington Park Racetrack, 1993 and Mare Reproductive Loss Syndrome (MRLS), Kentucky 2001.

A study to investigate the etiology of foal diarrhea initiated in 1986 culminated 10 years later with the conditional licensing of a rotavirus vaccine administered to mares during the latter stages of pregnancy. Other activities during a period of 20 years include publication of the Equine Disease Quarterly commencing in 1993 which currently has a mailing circulation of 17,500 and is also accessible on the internet, and membership of several international committees dealing with international movement of horse and the spread and reporting of equine infectious disease.

David G. Powell organized the Fifth International Conference on Equine Infectious Disease held in Lexington in 1987 and edited the proceedings of the meeting. More recently he has organized and edited proceedings of workshops on MRLS and the Equine Placenta held in Lexington.

During his career he has published both refereed and non-refereed articles in scientific journals, written several books and book chapters and articles in equine and lay publications and given numerous invited presentations in the United States and throughout the world. He contributed to development and maintenance of the web site introduced at the time of the MRLS outbreak to provide up-to-date information to scientists, the horse industry and various branches of the media and also acted as media liaison during the course of the outbreak.

Whilst at the University of Kentucky he has received financial support from Lloyd’s of London Underwriters and Brokers and their Kentucky agents, Fort Dodge Laboratories, The Hong Kong Jockey Club and the New South Wales Government (Australia) amounting to $900,000.
