ALEXANDRIA

Chapter 90 of the city ordinances for Alexandria pertains to keeping animals.

§ 10.02  DEFINITIONS.

DOMESTIC ANIMAL.  Any animal converted to domestic habitat. (KRS 446.010 (12))

§ 90.02  ANIMALS RUNNING AT LARGE.

  1. No person who is the owner of any animal shall permit it to run at large in the public road, highway, street, lane, or alley, or upon unenclosed land, or permit it to go on any private yard, lot, or enclosure without the consent of the owner of the yard, lot or enclosure.
  2. The owner of an animal who permits it to run at large in violation of this section is liable for all damages caused by such animal upon the premises of another. Penalty, see § 90.99

§ 90.04  DYEING OR SELLING DYED CHICKS OR RABBITS.

No person shall sell, exchange, offer to sell or exchange, display or possess living baby chicks, ducklings, or other fowl or rabbits which have been dyed or colored; nor dye or color any baby chicks, ducklings or other fowl or rabbits; nor sell, exchange, offer to sell or exchange or to give away baby chicks, ducklings or other fowl or rabbits, under two months of age in any quantity less than six, except than any rabbit weighing three pounds or more may be sold at an age of six weeks. § 90.05  ABANDONING DOMESTIC ANIMALS PROHIBITED.

No owner of a domestic animal shall abandon the animal.  Penalty, see § 90.99

ASHLAND

According to the city ordinances for Ashland the keeping of poultry is allowed under specific conditions.

FARM ANIMAL. A farm animal is any horse, mule, cow, goat, pig, rabbit, turkey, chicken or other animal or fowl commonly found on a farm.

§ 90.02& ANIMALS GRAZING ON PUBLIC WAYS
It shall be unlawful for any person to hitch, stake, or tether any domestic animal along or on any of the streets, alleys, or public ways of the city for the purpose of grazing.

§ 90.03 FOWL RUNNING AT LARGE
It shall be unlawful for any person to suffer or permit any chickens, turkeys, or other fowl to run at large within the city.

§ 90.19 RESTRAINT; AREAS PROHIBITED
(C) Farm animals, except horses, are prohibited from being at large. Horses must be under direct control of the responsible person or owner and properly restrained.

§ 90.21  IMPOUNDMENT
(A) Any dog or farm animal found running at large or a cat found to be a nuisance shall be taken up by the Animal Control Officer and impounded in the Boyd County Animal Shelter, and there confined in a humane manner for a period of not less than seven working days. It may thereafter be disposed of in a humane manner at the discretion of the said authority if not claimed by its owner except as hereinafter provided.
(B) The Boyd County Animal Shelter may, in its discretion, transfer title to any animal held by it to the Humane Society after the legal detention period has expired and the animal has not been claimed by its owner. In the event of such transfer of title, it is expressly understood that the Humane Society shall pay for each such animal's food until it shall be removed from the Boyd County Animal Shelter.
(C) When a dog or farm animal is found running at large or a cat is found to be a nuisance in the city and its ownership is known or can be determined by the Animal Control Officer, such animal need not be impounded and may be returned to the owner, but the Animal Control Officer will issue the owner a citation with a fine of ten dollars ($10.00) to be paid to the City Cashier within five working days. The Animal Control Officer may, at his discretion, cite the owner of such animal to appear in court to answer to charges of violation of this subchapter.
(D) Immediately upon impounding a dog, cat or farm animal, the Animal Control Officer shall make every possible effort to notify the owner of such animal impounded and inform such owner of the conditions whereby he or she may regain custody of such animal.
(E) Some of the animals regulated under this subchapter may not be reasonably impounded at the Animal Control Shelter or reasonably impounded for a period of seven working days. In that event the Animal Control Officer, after making reasonable attempt to notify the owner of such animal, may humanely destroy such animal in a manner approved by the City Manager.
(G) The Animal Control Officer shall not accept animals from their owners for voluntary impoundment and later disposition.

§ 90.28 OWNER RESPONSIBILITY
(A) No animal shall be allowed to cause a nuisance. The owner of every animal shall be held responsible for every behavior of such animal under the provisions of this subchapter.
(B) The owner of every animal shall be responsible for the removal of any excrement deposited by his or her animal on public walks or private property.
(C) The Animal Control Officer may issue a violation in the amount of ten dollars ($10.00) payable to the City Cashier within five working days to any owner who violates the provisions of this section. If the violation is not paid within five working days, a citation will be issued. The citation will be prosecuted as a violation under the provisions of KRS 534.040.

AUGUSTA

The only ordinances related to poultry was in relation to dyeing or selling chicks.

§ 90.04 DYEING OR SELLING DYED CHICKS OR RABBITS.

BELLEVUE

SECTION 9.5 – ANIMALS: Exotic animals, farm / livestock animals, and/or wildlife are not permitted to be bred, raised, kept and/or housed on any property in any zone within the City.

Article VII - Definitions

Agriculture: The use of land for purposes including but not limited to dairying, farming, floriculture, horticulture,
pasturage, viticulture, and animal and poultry husbandry and the necessary accessory used for packing, treating, or
storing the produce; provided, however, that the operation of any such accessory use shall be secondary to that of
the normal agricultural activities.

Animals, Farm / Livestock: (1) All cattle or animals of the bovine species; (2) all horses, mules, burros and asses or
animals of the equine species; (3) all goats or animals of the caprice species; (4) all swine or animals of the porcine
species; (5) all sheep or animals of the ovine species; (6) all fowl or animals of the order Galliforme (gamebirds); (7)
all ducks and geese or animals of the Anatidae (water fowl) family; and (8) all ostrich, emu, rhea and cassowaries.

BEREA

According to the ordinances for the city of Berea the keeping of poultry (chickens, ducks, geese, and turkeys) is allowed, under specific conditions. There are also provisions to compensate poultry owners for attacks from dogs.

§51.100 DEFINITIONS
For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them:
Animal unit
. Any one of the following: two horses, two mares, two mares and suckling colts, two mules, two cows, two cows and suckling calves, two bulls, two steers, two heifers, two hogs, two pigs, four ponies, four ponies with their suckling colts, five sheep, five goats, twenty-five chickens, twenty-five ducks, twenty-five geese, twenty-five turkeys.
Feed lot. Any area of land on which there is maintained an animal unit or units, in excess of that allowed to be maintained on a pasture area.
Nuisance. A condition that endangers life or health, gives offense to the senses, violates the laws of decency, or obstructs reasonable and comfortable use of property.
Pasture area. Any area of land on which there is maintained no more than one animal unit per acre of land. For the purposes of this section, the acre of land must be completely accessible to the said animal unit.

§ 51.101 PROXIMITY TO RESIDENCES
(A) Pastures. It shall be unlawful for any person to keep, harbor or maintain any animal unit or units upon pasture land, within seventy-five feet of any residence not owned or occupied by the owner of the animal unit or units.
(B) Feed lots. It shall be unlawful for any person to keep, harbor or maintain any animal unit or units upon a feed lot, within three hundred and fifty feet of any residence not owned or occupied by the owner of the animal unit or units.

§ 51.102 NUISANCES PROHIBITED
The provisions of this article notwithstanding, it shall be unlawful for any person to keep, harbor or maintain any animals or livestock within the city in a manner which creates a nuisance.

§ 51.103 FOWL AT LARGE PROHIBITED
It shall be unlawful and is hereby forbidden for any person or persons to allow fowls of any kind to run at large within the corporate limits of the city. Any person owning or having charge of the fowl shall keep them under fence within their own property.

§ 51.204 DESTRUCTION OF LIVESTOCK, POULTRY
(A) The provisions of Kentucky Revised Statutes 258.095 through 258.125, 258.275 through 258.355 and 258.990, inclusive, and listed herein by title, shall be enforced: (1) Dog owner is liable to livestock or poultry owners for damages done by dog. (2 Licensed dogs killed without justification may be compensated for. (3) Dogs guilty of destruction of livestock or poultry may be ordered confined or be destroyed; owner of the dog forfeits compensation for loss. (4) Dogs guilty of excessive damage to livestock or poultry may be ordered quarantined. (5) Livestock fund is controlled by commissioner of finance; commissioner of agriculture is to enforce provisions in this section; advisory committee is appointed by the governor. (6) Claims for losses are payable by the state only to the extent of that monies are available in the livestock fund.
(B) Violators of any part of this section shall, upon conviction, be deemed guilty of a violation and shall be fined not less than ten ($10.00) dollars nor more than one hundred ($100.00) dollars or be imprisoned for not more than sixty days, or both, for each offense. Each day of violation shall constitute a separate offense. The fine shall be in addition to any court costs.

BOWLING GREEN

According to the city ordinances for Bowling Green the keeping of poultry is allowed under specific conditions.

"Animal" shall mean any warm-blooded living creature, except humans.
"Domestic animal" shall include dogs, cats, domesticated sheep, horses, cattle, goats, swine, fowl, ducks, geese, turkeys, confined domestic hares and rabbits, pheasants and other birds and animals raised and/or maintained in confinement.
"Livestock" shall mean horses, stallions, colts, geldings, mares, fillies, ponies, sheep, rams, lambs, bulls, bullocks, steers, heifers, cows, calves, mules, jacks, jennets, burros, goats, kids and swine.
"Poultry" shall mean all domesticated fowl and all game birds which are legally kept in captivity.

5-1.07 POULTRY RESTRICTIONS
It shall be unlawful for the owners of or those having control of poultry in the City to allow such poultry to run at large or off the premises of those owning or controlling same.

5-1.08 ANIMAL NUISANCES PROHIBITED
No person shall own, keep or harbor any animal that unreasonably annoys humans, endangers the life or health of persons or other animals, or substantially interferes with the rights of citizens, other than their owner’s, to enjoyment of life or property. The term "animal nuisances" shall include, but is not limited to any animal that: (a).  Barking, Crowing, Howling, Yelping, Whining. Barks, crows, howls, yelps or whines loud enough to be heard beyond the premises of where it is kept or harbored;(b). Trespassing. Goes upon any property or premises not owned or occupied by the person who keeps, harbors or owns the animal; (c). Damaging Personal Property. Turns over, gets into, or otherwise damages or disturbs garbage cans, or any items or personal property located on any premises other than those owned or occupied by the person who owns, keeps or harbors the animal; (d). Frightening, Molesting People. Runs at, jumps upon, chases, barks at, bites at or in any other way frightens, molests or scares any child or adult other than the one who owns, keeps or harbors the animal and the members of his immediate family; (e). Attacking, Chasing Other Animals. Attacks or chases any other animal besides those animals who are kept, owned or harbored by the same person; (f). Chasing Vehicles. Chases motor vehicles, bicycles or scooters other than those owned or operated by the same person or his immediate family who keeps, owns or harbors the animal(g). Running at Large in the Public Parks. Goes upon City cemeteries, parks and playgrounds, except at designated parks or under restraint; (h). Vacant or Unoccupied Properties. Is housed in or confined on the premises of any vacant or unoccupied residence. (i).Offensive Odors and Sanitary Conditions. Causes fouling of the air by noxious or offensive odors resulting from the accumulation of animal excrement and thereby creates unreasonable annoyance or discomfort to neighbors or others in close proximity to the premises where the animal is kept or harbored because of the failure to keep the animal’s pen, yard, lot or other enclosures in a sanitary condition and free from preventable orders; and, (j). Public Health and Safety. Is offensive or dangerous to the public health, safety or welfare by virtue of the number of animals maintained at a single residence, or the inadequacy of the facilities,or the inability to provide proper care for those animals.

5-1.10 REMOVAL OF ANIMAL WASTE
It shall be a violation of this Subchapter for any owner, keeper or harborer of any animal to fail to remove any excreta deposited by the animal within the City on public walks, streets, cemeteries, parks, recreation areas or private property belonging to another.

5-1.12 ANIMAL CARCASSES
a. It is a violation of this Subchapter for any owner, keeper or harborer to permit the carcass of any dead animal to remain upon any street, alley, sidewalk, market place or public way of the City for a longer period than ten hours.
b. It is a violation of this Subchapter for any person to bury the carcass of any animal, including livestock, within the corporate limits of the City, either on their own premises or that of another, or permit others to do so.

5-2  LIVESTOCK
5-2.01 RESTRICTIONS; CONFINEMENT OF LIVESTOCK
a. The raising or keeping of swine and the maintenance of pigpens within the City limits is prohibited, and is hereby declared to be a nuisance and a menace to public health.
b. The keeping or harboring of livestock in the City requires an individual tract, lot or parcel of property to be at least two acres or more.
c. No person shall keep more than two head of livestock on any lot within the City, unless the lot or contiguous tract contains at least four acres and is under the same singular or joint ownership. Two head of livestock, other than swine, may be kept thereon for each acre included therein up to fifty acres, and the lot or tract is otherwise exempted from this Section. Any lot or tract larger than fifty acres shall be entirely exempted from this Section.
d. No livestock of any kind shall be kept within one hundred feet of a neighboring residence, church or school in the City.
e. All livestock kept in the City shall be confined on the owner’s, keeper’s or harborer’s premises by a fence in good repair sufficient to prevent the animals from leaving the owner’s property. No livestock shall be permitted to go upon or over any sidewalk, upon any grass plot or into the yards, or upon the premises of any person within the City without the consent of the owner or occupant of such premises and the livestock is under the direct control of the owner, keeper or harborer.  Livestock found not restrained by a fence in good repair and which present a threat to the public safety may be removed or impounded at the expense of the owner, keeper or harborer.

5-2.02 EXEMPTIONS
This Subchapter shall not prohibit the operation of the livestock market, dairy or Western Kentucky University farm, or property operated within the provisions of the health laws and regulations of the Commonwealth of Kentucky. Areas designated as agricultural by the City-County Planning Commission are also exempted from this Subchapter.

5-2.03 ANNEXED TERRITORY
Any person, firm or corporation that is otherwise maintaining, raising or keeping livestock at the time the legislative body acts on an ordinance proposing annexation of the land or property upon which the livestock are maintained, raised or kept shall after the land or property is annexed into the City be permitted to continue its livestock operation, notwithstanding the provisions of this Subchapter.

CADIZ

According to the city ordinances for Cadiz livestock, which presumably would include poultry, can be kept under specific restrictions.

§90.07 KEEPING HORSES AND COWS
(A) It shall be unlawful for any person to keep or maintain any horse, cow, goat, sheep, or other livestock within the city unless such animal be kept within an enclosure of not less than one acre per animal, or to maintain or keep any stall, or enclosure for such animals within 200 feet of any dwelling house, except the dwelling house of the owner of such animals.
(B) All pens, stables, and enclosures permitted to be kept in the city shall be kept in a clean and sanitary condition and shall be open to inspection by the County Health Officer.

COLD SPRINGS

Based on the ordinances listed below, it is possible to keep poultry in Cold Springs under specific conditions.

§ 92.03 CERTAIN CONDITIONS DECLARED A NUISANCE.
(L)  Keeping of animals. The keeping of cattle or poultry within 100 feet of a dwelling other than the dwelling of the owner of the animal, or failure to keep the animal's pen, yard, lot or other enclosure in a sanitary condition and free from preventable offensive odors.

COVINGTON

The city ordinances for Covington are available online.

Definition: FOWL. Any and all fowl, domesticated and wild, male and female, including chickens, ducks, turkeys, pigeons and geese. You can keep poultry for commercial purposes, but NOT within 100 feet of another residence. A minimum of 10,000 square feet of land is required. To breed animals for commercial purposes (which would include hatching and selling baby chicks) requires a licence. Falconry is not allowed.

§92.07 NOISE CONTROL
(A) Nuisance. No person shall make, continue, or cause to be made or continued, any loud, unnecessary, or unusual noise or any noise that either annoys, disturbs, injures, or endangers the comfort, repose, health, peace or safety of others within the city. The following loud, disturbing, and unnecessary noises are considered public nuisances and violations of this code, but said list shall not be deemed all-inclusive:
(5) Animals, birds. The keeping of any animal or bird that causes frequent or long continued noise that disturbs the comfort or repose of any persons in the vicinity is prohibited.

§90.11 LICENSE REQUIRED TO RAISE ANIMALS
(A) Any person engaged in raising or breeding any animals for commercial purposes or otherwise shall obtain a license from the city and comply with all applicable zoning regulations. Each application for a license shall state the number and kind of animals to be raised, and the location of the premises to be used for that purpose.
(B) The Finance Director shall issue the license for raising animals.

§90.12 HARBORING FOWL
(A) Subject to the city’s zoning regulations, no person shall own in the city any chicken, duck, guinea, goose, pigeon, or dove, or any species of fowl of the avian or aquatic family for commercial purposes, within 100 feet of any residence therein.
(B) No person shall permit any such chicken, duck, guinea, goose, dove, pigeon, or any fowl of the avian or aquatic family to run or be at large within the city. However, the provisions of this section shall not apply to any fowl confined in coops at market places or stores where the fowl is sold for food, except that any fowl kept for sale shall not be permitted to run at large at the place where the fowl is kept for sale or the owning of pigeons and birds of prey for the purposes of falconry.

§90.16 ANIMAL CARCASSES
(A) The body or part of any animal to be used for human food shall not be transported through any streets, unless it is covered so as to protect it from insects, animals, dust, and dirt.
(B) No person shall permit any dead horse, cow, sheep, or other animal carcass to remain within the city longer than a reasonable time for removing or burying the animal carcass.
(C) When a dead animal is found in the city, the owner shall promptly and properly bury the animal when notified to do so by an animal control officer or enforcement agent. Where the owner is unknown or neglects or refuses, an animal control officer or enforcement agent, or their designee shall bury the animal.

§90.20 DEPOSITING ANIMAL REFUSE IN PUBLIC PLACES
No person shall deposit any dead animal matter, offal, or any solid refuse animal matter in any sewer, watercourse, vacant lot, or pond in the city. The depositing of the refuse animal matter in any such place is declared a public nuisance.

§ 90.21 MINIMUM AREA LIMITATIONS
(A) No animal shall be kept on any lot or parcel of land within the city consisting of less than 10,000 square feet in area.
(B) The provisions of division (A) above shall not apply to the keeping of: (1) Small household pets to include, but not be limited to dogs and cats; or (2) Animals for commercial purposes where such use is lawful under the zoning code.

§92.11 ANIMALS AND ANIMAL EXCREMENT
(A) No person shall keep or maintain any animal in the city in such a manner so as to become a public nuisance or to disturb the peace, comfort, or health of any person residing within the city. The keeping of all animals within the city shall also be subject to all pertinent regulations of Chapter 90 of this Code of Ordinances and the Kentucky Health Department.
(B) No animal shall be kept on any lot or parcel of land or property within the city territorial limits consisting of less than 10,000 square feet in area. However, this provision shall not apply to small household pets, such as dogs or cats, or those animals kept or maintained for commercial purposes, which is a lawful use under the zoning code.
(C) (1) Any person having the custody and control of any dog, cat, or other domestic animal on public property shall have the responsibility for cleaning up the excrement of the animal and disposing of such feces in a sanitary manner. It shall also be the duty of said person to have in his or her possession suitable equipment or supplies to pick up, remove, and dispose of the animal excrement. (2) No person shall allow excessive animal excrement to accumulate on his or her premises, including his or her yard. For purposes of this section, EXCESSIVE shall mean more than five separate deposits or droppings of animal excrement. Excessive accumulation of animal excrement is a public nuisance and shall constitute a violation of this code, subject to the remedies set forth in § 92.18 and §92.99 of this chapter.
(D) No person shall deposit any dead animal matter, offal, or any solid animal matter in any sewer, watercourse, vacant lot, public right-of-way, or pond or lake in the city. The depositing of the refuse of animal matter in any such place is a public nuisance and shall constitute a violation of this code, subject to the remedies set forth in §92.18 and §92.99 of this chapter.

No specific mention of poultry in the Crestview Hills ordinances but based on the information below they are not specifically prohibited.

"DOMESTIC ANIMAL.quot; Animals that are habituated to live in or about the habitations of human beings, and which are kept, cared for, sheltered, fed, or harbored for use as a pet or as a source of food, raw materials or income.

"LIVESTOCK." Cattle, sheep, swine, goats, horses or any other animals of the bovine, ovine, porcine, caprine, or equine species.

§ 90.07  ANIMALS TO BE UNDER CONTROL.
(A)  It shall be unlawful for any person to permit any animal owned or harbored by him or her, to run at large. When livestock are running at large, Animal Control or the police shall make reasonable efforts to notify the owner as soon as possible. If reasonably possible and feasible, the owner of the livestock shall be notified prior to the actual capture and impoundment of the livestock.

2.5 AGRICULTURAL LAND USE
Notwithstanding any other provisions of the Zoning Ordinance, land which is used solely for agricultural use as defined herein shall be regulated in conformance with KRS Chapter 100.

Principal Uses: 2.8.1.1 (R-1 suburban residential Limited); 2.8.1.2 (R-2 suburban, general); 2.8.3.1 (R-3 Urban residential, limited); 2.8.4.1 (R-4 urban residential, general); 2.8.5.1 (R-5 urban residential, mixed); 2.8.6.1 (R-6 high density residential) and 2.8.18 (MAZ Municipal airport zone).

Permitted uses include, but are not limited to the following
types of activities provided they comply with the development standards found herein. Uses substantially similar to those listed herein shall also be permitted, in light of the purposes of this zoning district and the Comprehensive Plan.

Residential Uses:

  1. Agricultural uses excluding open or enclosed commercial feedlot operations.
  2. Residential Care Facility.
  3. Single family detached residences.

Definitions:

Agricultural Use: "Agricultural use" means the use of:
(a) The use of a tract of land of at least five (5) contiguous acres for the production of agricultural or horticultural crops, including but not limited to livestock, livestock products, poultry, poultry products, grain, hay, pastures, soybeans, tobacco, timber, orchard fruits, vegetables, flowers or ornamental plants, wineries, including provisions for dwellings for persons and their families who are engaged in the above agricultural use on the tract, but not including residential building development for sale or lease to the public.
(b) Regardless of the size of the tract of land used, small wineries licensed under KRS 243.155, and farm wineries licensed under the provisions of KRS 243.156;

Livestock 1) All cattle or animals of the bovine species; 2) all horses, mules, burros, and asses or animals of the equine species; 3) all goats or animals of the caprine species; 4)
all swine or animals of the porcine species; and 5) all sheep or animals of the ovine species.

ERLANGER

The city ordinances for Erlanger permit you can keep poultry, but not within 500 feet of any residence other than your own. The raising of homing and racing pigeons is allowed, under specific conditions.

§91.04 KEEPING FOWL AND LIVESTOCK; RUNNING AT LARGE
(A) No person shall keep or harbor any fowl or livestock within the incorporated limits of the city within 500 feet of any residence therein other than the residence of the owner.
(B) No person shall permit any fowl or livestock to run at large within the corporate limits of the city; provided, that the provisions of this division shall not apply to any fowl confined in coops in any store where that fowl is sold for food, except that any fowl kept for sale shall not be permitted to run at large at the place where the same is kept for sale.

§91.05 HOMING OR RACING PIGEONS
(A) There is exempted and removed from the applicable provisions of §91.04, the raising and breeding of homing or racing pigeons within the city.
(B) All lofts, bins, and other structures used by residents of the city to raise, breed, and otherwise house homing pigeons shall conform to all existing rules and regulations of the planning and zoning regulations of the city.
(C) It is further provided that no structure shall be so located on any lot that is closer than 100 feet from the nearest adjoining residence.
(D) Any loft or structure used for the purposes herein set out shall be not less than six inches above the ground and shall contain adequate ventilation and circulation. The structure shall be kept clean and free from any offensive odors and shall otherwise be built in accord with all acceptable standards and practices for the raising and care of racing or homing pigeons.
(E) Plans and specifications for the construction of the lofts shall be first submitted to the City Building Inspector for approval, and, in addition thereto, be inspected and approved.

FLEMINGSBURG

The city ordinances for Flemingsburg address directly keeping of poultry. Poultry can be kept as pets, but not for profit. 4-H and FFA are exempt and are allowed to raise poultry for show. If selling chicks or ducklings under the age of two months, a minimum of six is required.

LIVESTOCK, FOWL AND ANIMALS (OTHER THAN DOGS)
§90.25 RUNNING AT LARGE
No person, firm or corporation shall permit any livestock, fowl, or animals owned by them to run at large on the streets, alleys, or public or private property of others with the exception of those animals excepted in §90.26, and any livestock, fowl, or animals found running at large in such manner may be impounded by the police or officers of the city, and, if not claimed within twenty-four hours, may be sold or destroyed by the police or other officers. Any livestock, fowl, or animals which pose an immediate threat of injury to the safety and welfare of citizens, may be destroyed immediately by the Police Department, Code Enforcement Officer or Dog Warden.

§90.26 EXCEPTIONS; ALLOWANCES
(A) Nothing contained in §90.25 through §90.30 shall prevent any person from owning, keeping or harboring animals as personal pets, provided they are not kept for other persons for profit; for sale to others; or in numbers beyond the owners ability to care for and control as determined by the Code Enforcement Officer, Animal Control Officer, or police, within the fenced or enclosed limits of a residence within the corporate limits of the city. Provided further, that cats, and animal pets shall be permitted to run at large unless they have vicious natures that require their confinement in the interest of the public health and safety as provided herein or in other ordinances of the city.
(B) Further excepted from the operation of this chapter is the owning and keeping of a show animal for 4-H projects, FFA, etc. provided same do not become a public nuisance as defined herein. Finally, any property within the city limits of the city which is zoned agricultural shall be excepted from the provisions of this chapter.

§90.27 HARBORING SWINE, PIGS, OR HOGS.
It shall be unlawful for any person to keep or harbor swine, pigs, or hogs, within the city limits.

§90.28 TRANSPORTING OF ANIMALS.
It shall be unlawful for any person to stop or park any truck or vehicle transporting animals upon the streets of the city, or any other place within the city limits, for the purpose of inspecting or examining said animals for sale or purchase.

§ 90.29 POULTRY DEALERS.
Nothing in §90.25 through §90.30 shall prevent recognized poultry dealers from keeping chickens or poultry in coops; however, such places where poultry is kept for sale shall be kept clean to prevent obnoxious odors and conditions injurious to the health of the citizens and residents of the city. The poultry houses shall be subject to inspection by the county health agent and, if condemned by the agency, the condition shall be remedied within five days or be in violation of this section.

§90.30 HUMANE TREATMENT OF ANIMALS
(F) It shall be unlawful for any person to stage, cause, instigate, permit, observe or attend any dog-fight, cock-fight, bull-fight, or other combat between animals or between animals and humans.
(J) Any person, who as the operator of a motor vehicle, strikes a domestic animal shall immediately report the incident to Animal Control or any law enforcement officer.
(K) No person(s) shall give away any live animal as a prize or for inducement to enter any contest, game or other competition or as an inducement to enter into business agreement whereby the offer was for the purpose of attracting the trade, except it shall not be unlawful to give away small fish, not to exceed four inches, as a prize.
(M) It shall be unlawful to sell baby chicks, ducks or rabbits under the age of two months in quantities less than six.

FLORENCE

The city ordinances for Florence don't specifically address whether or not you can keep poultry but they do have an ordinances preventing any such poultry from 'running at large.'

§ 91.15 ANIMALS DISTURBING THE PEACE.
It shall be unlawful for any person to keep within the city any animal which by reason of frequent or continual noise or unsanitary conditions, disturbs the peace, comfort, or health of the neighbors.

§ 91.16 ANIMALS, LIVESTOCK RUNNING AT LARGE.

FORT THOMAS

According to city ordinances for Fort Thomas It is illegal to raise poultry for profit but you can apply for permission to keep female chickens for personal, family or home use. If approved, a license is issued but it can be revoked if certain conditions are not met. No roosters are allowed and the number of chickens must be less than 100. You can NOT keep turkeys, guineas, ducks, geese or pigeons.

§91.04 RAISING CHICKENS OR RABBITS
(A) It shall be unlawful to keep or raise chickens or rabbits for sale or profit in the city.
(B) It shall be lawful to keep or raise chickens and rabbits in the city for personal, family, or home use. However, any person desiring to raise or keep chickens or rabbits shall make an application in writing and signed by him to the Zoning Administrator requesting that a license to do so be issued, and agreeing therein that the city, by its officers or members of the Police Department be permitted at all times to inspect the premises for the purpose of determining whether or not they are maintained in a sanitary condition and whether all of the provisions of this section are observed.
(C) The Zoning Administrator is hereby authorized and directed to issue licenses to applicants pursuant to the terms of this section, without any charge or expense to the applicant whatsoever. It shall be unlawful to use, operate, or maintain any coop, hutch, run-way, or enclosure for chickens or rabbits within 50 feet of any dwelling house, except the dwelling house on the same premises.
(D) It shall be unlawful for any person to raise a rooster in the city or for any one family to keep or raise more than 100 chickens. It shall be unlawful to let any chickens or rabbits run at large; and it shall be unlawful to keep or raise chickens or rabbits or to maintain any coop, hutch, building, or enclosure for them in an unclean or unsanitary condition.
(E) In the event that any person fails to comply with all of the requirements of this section or violates any of the terms of this section, the license for the raising of chickens or rabbits to that person shall be revoked by order of the appropriate court of the city, or by resolution of the City Council.

Sec. 6-1.  Keeping of livestock regulated.
a)   It shall be unlawful to maintain or house in the city, except in areas zoned agricultural, any livestock on any lots or parcels less than two (2) acres in size.
(b)   For the purpose of this section, the term livestock shall include horses, sheep, mules, cattle, goats or donkeys.

Sec. 6-5.  Animal, fowl and bees nuisance.
No person shall be a custodian of, or permit, an animal, fowl or bees nuisance.
For purposes of this section any one of the following shall constitute an "animal, fowl or bees nuisance:"
(a)   The keeping of an animal which molests persons, animals or passing vehicles;
(b)   The keeping of an animal or fowl which trespasses on or damages private or public property (including the leaving of waste materials);
(c)   The keeping of an animal or fowl which emits sound in an excessive, continuous or untimely fashion; or
(d)   The keeping of an animal, fowl or bees which creates any condition which might endanger the public health, safety, welfare or environment or interferes with the quiet and peaceful enjoyment of the property of others.

Sec. 6-6.  Use of live animals for prizes, awards or gaming prohibited.
(a) No live animal may be given away, raffled or offered as a prize, premium, advertising device or as an inducement to any contest game or other competition;
(b) No live animal may be given away as an inducement to enter a place of amusement or business;
(c) No person may give away any live animal as an incentive to enter any commercial or business agreement.
(d) It shall be unlawful within any area of the City of Henderson, Kentucky for any person, firm or corporation to give away any live animal as a prize or award in connection with any raffle, protest, demonstration, promotion, or as an inducement to enter any game, contest or other competition, except livestock given away as a part of a farm youth educational program.

1. It shall be unlawful within any area of the city for any person, firm or corporation, to use or allow any animal to be used, in connection with any game, contest or other competition where the use of said animal dictates or affects the outcome of such game, contest or competition. This provision shall not apply to any horse racing activities.
2. Nothing in this section shall be construed to prohibit the auction or sale of animals.
3. For purposes of this section, animal shall be defined as: any reptile, bird, fish, mammal or animal as defined under state law or statute.
4. Any person, firm or corporation who shall violate any section of this ordinance shall be punished by fine of not less than fifty dollars ($50.00) nor more than one hundred fifty dollars ($150.00). Each day for which a violation continues or is repeated, shall constitute a separate offense and violation.

HIGHLAND HEIGHTS

The city ordinances for Highland Heights permit the keeping of poultry under certain restrictions.

ANIMAL.  Any live vertebrate creature.
DOMESTICATED. Any animal kept, cared for, sheltered, fed or harbored for use in work, for use as a pet, or as a source of food, raw materials or income.

§91.05 ANIMAL FIGHTS AND RACES
(A) It shall be unlawful for any person to stage, cause, instigate, permit, observe, or attend any dogfight, cockfight, bullfight or other combat between animals or between animals and humans.

§91.12 KEEPING AND STORAGE OF LIVESTOCK
(A) The keeping of fowl or small animals whether or not primarily for gain is permitted provided that the enclosures for such fowl and small animals shall be at least twenty feet distance from every lot line.
(B) The keeping of horses, cows, and other livestock whether or not primarily for gain shall be permitted only in an enclosure which shall be a distance of at least one hundred feet from every lot line.
(C) Animal wastes. No manure or bedding shall be stored or kept within one hundred feet of any lot line and same is prohibited unless stored or kept in a sanitary manner and so as not to emit or produce noxious or objectionable odors to the extreme that such may constitute a public nuisance.
(D) Any person using the public streets of the city for riding of or transportation of horses, cows, or other livestock shall be responsible for the cleaning and proper disposal of manure, waste, or any other matter left on said streets as a result.

The city ordinances for Hillview allow keeping of poultry,  but a license is required.

POULTRY.  All domesticated fowl and all game birds which are legally kept in captivity.

§ 90.03 APPLICATION FOR LICENSE; FEES
Every owner of a dog or cat or other animal shall apply to the City Clerk/Treasurer for a license for each dog, cat, or other animal kept by him.The application shall contain the following information and shall be accompanied by a license fee.
(B) License fees.

(1) For each dog, one dollar and fifty cents ($1.50);
(2) For each cat, one dollar and fifty cents ($1.50);

(8) For any abattoir, stockyard, hatchery, livestock auction, or other place where livestock or poultry are regularly bred, kept, offered for sale or slaughtered for commercial purposes, covering all animals kept during the year, three hundred dollars ($300);

HOPKINSVILLE

No city ordinances were found specifically allowing the keeping of poultry, but the content of other ordinances appear to indicate it is.

§90.01 ANIMALS RUNNING AT LARGE.
It shall be unlawful for the owner of any cows, or cattle, horses, mules, sheep, goats, or other livestock, except dogs, to permit such animals to run at large through or on the streets within the corporate limits of the city unless attended by a keeper or driver.

It shall be unlawful for any person to keep or maintain any horse, cow, goat, sheep or other livestock within the city unless the animal be kept within an enclosure of not less than one acre per animal, or to maintain or keep any stall, or enclosure for the animals within 200 feet of any dwelling house, except the dwelling house of the owner of the animals. All pens, stables and enclosures permitted to be kept in the city shall be kept in a clean and sanitary condition and shall be open to inspection by the county's Health Officer.

LaGRANGE

According to the city ordinances it is illegal to keep any farm animals, including poultry, within the city limits unless grandfathered in (i.e., had poultry before the ordinances was put in place)

§90.09 PROHIBITING THE KEEPING OF FARM ANIMALS AND EXOTIC SPECIES WITHIN CITY LIMITS
A) It shall be unlawful for any person, company, firm, or business to keep maintain or have any live farm animals or exotic species within the boundaries of the city.
B) Any person who, as of the effective date of this section already has such farm animals or exotic species may keep them until such time as they shall cease having such animals or fowl. No additional farm animals or exotic species may be acquired by such person. If at any time any person no longer has such farm animals or exotic species they shall be prohibited from re-establishing and keeping such animals on their property in the future.
C) Any person keeping such animals under the "grandfather" provision set forth in division (B) above, must keep said animals confined in cages or pens and under such sanitary conditions so as not to constitute a nuisance in violation of other city ordinance of state and county law.
(D) Any person found in violation of any provisions of this section shall be cited by the city police and given ten days to remove the offending animals or fowl from their property. Failure to remove the offending animals or fowl within the ten day period will result in a citation be issued to the offending individual to appear before the Oldham District Court and said person shall be subject to the fines set forth in §90.99.

LEXINGTON-FAYETTE COUNTY

You are allowed to keep poultry, providing the proper stipulations are followed with regard to housing and odors. If selling hatchlings, a minimum of six must be sold at one time.

Sec. 4-1. AUCTION SALES ON STREETS
(a) It shall be unlawful for any person to sell by public auction any loose animal on any street, alley or public highway within the urban county or to expose for sale thereon animals in droves, herds or flocks.

Any person who shall sell or offer for sale at retail living baby chicks, ducklings or other fowl under two months of age in any quantity less than six shall be subject to a fine of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) or imprisonment for a term not to exceed twelve months, or both, for each act which shall be a separate offense.

Sec 4-10. FOWL GOING AT LARGE
(a) No person owning or having in his custody and control any fowl shall permit same to run at large, or to go upon the grounds or property of another, or beyond the bounds of the property of such owner or person in control of such fowl.
(b) Any person who shall violate any provision of this section shall be fined not less than one dollar ($1.00) nor more than twenty-five dollars ($25.00) for each offense.

Sec. 4-12. NOISY ANIMALS, KEEPING
(a) It shall be unlawful for any person to keep, pasture or harbor within any area of the urban county except those zoned agricultural any bull, cow or other animal that bellows or otherwise makes such noise as to disturb the peace and quiet of the people in the neighborhood where the same is kept.
(b) Any person violating this section shall be fined not less than five dollars ($5.00) nor more than fifteen dollars ($15.00) for each offense.

Sec. 4-12.1. GIVING AWAY LIVE ANIMALS AS PRIZES PROHIBITED
(a) As used in this section "animal" includes every living creature, domestic or wild, except a human being.
(b) It shall be unlawful within any area of the county for any person to offer or give away any live animal as a prize or reward in connection with any raffle, protest, demonstration, promotion, or as a part of any gratuity or pecuniary exchange to induce entry into any game, contest or other competition, except livestock offered or given away as a part of a farm youth education program.
(c) Nothing in this section shall be construed to prohibit the auction or sale of animals.
(d) Any person who shall violate this section shall, upon conviction thereof, be subject to a fine of not more than five hundred dollars ($500.00) or imprisonment for a term not to exceed twelve months, or both for each offense. Each offering or giving away of an animal in violation of this section shall be deemed a separate offense.

Sec. 4-12.2 NUISANCES CREATED BY ANIMALS
(a) It shall be unlawful for the owner or harborer of an animal to permit:

  1. Any animal to attack, chase or snap at pedestrians or passersby;
  2. The accumulation of animal excrement so as to cause unsightly litter or fouling of the air by odor and thereby create an unreasonable annoyance or discomfort to neighbors or others in close proximity to the premises where the animal is kept or harbored; or
  3. Unsanitary conditions in enclosures or surroundings where the animal is kept or harbored.

(b) Any person who violates this section shall be punished by a fine of not less than twenty-five dollars ($25.00) nor more than five hundred dollars ($500.00) for a first offense; not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) for a second offense in a twelve-month period; not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) for a third offense in a twelve-month period; and not less than two hundred dollars ($200.00) nor more than five hundred dollars ($500.00) for a fourth and each subsequent offense in a twelve-month period. Each day's continuance of any such violation shall be a separate offense.
(c) Any animal which is the subject of any violation of this section may be impounded as set forth in section 4-21.

Sec. 4-21. IMPOUNDMENT.
(a) Any dog, fowl or head of livestock found running at large within the urban county, unless accompanied by the owner, custodian, possessor or harborer, and under his immediate control and not confined on the premises of the owner, custodian, possessor or harborer, shall be taken up by an animal control officer and held in the animal shelter designated as the urban county animal shelter. Each dog, head of livestock or fowl shall be there confined in a humane manner for a period of not less than five days and each cat shall be there confined in a humane manner for a period of not less than three days, unless sooner claimed by their owners, custodians or persons entitled to possession thereof, and may be disposed of in a humane manner if not otherwise claimed, sold or adopted. Equine and bovine livestock shall be confined for the period required by state law.
(b) The urban county animal control officer may transfer title to all animals held after the legal detention period in subsection (a) hereof has expired and the animal has not been claimed by its owner, custodian or other person entitled to possession thereof, provided the person to whom title is being transferred licenses said animal and pays for rabies inoculation for said dog or cat, together with the boarding and adoption charges levied by the urban county animal shelter, and in addition thereto pays the pickup fee payable to the animal shelter provided in subsection (c) hereof.
(c) Any owner, custodian or other person entitled to the possession of a dog, cat, head of livestock, or fowl impounded under subsection (a) hereof may claim the animal upon proof that said dog or cat has been inoculated against rabies or purchase of a vaccination voucher from the animal shelter; payment of boarding charges at the rate of eight dollars ($8.00) per day, including the first and last day of impoundment, levied by the urban county animal shelter; payment to the urban county of any fine due under section 4-19(e) hereof; compliance with the redemption requirements for dogs and cats under subsection (d); and payment of a pickup fee of twenty-five dollars ($25.00) for each fowl or head of livestock impounded, which pickup fee shall be paid into the general services fund of the urban county government. The agency designated by the urban county government responsible for enforcement of this ordinance may waive all impoundment and boarding fees if the impoundment of an animal resulted from an emergency situation, such as fire or natural disaster.
(d) In addition to the requirements in subsection (c) above, any owner, custodian or other person entitled to the possession of an impounded dog or cat may redeem the animal by paying a redemption fee. For the first impound within a twelve-month period, the fee is twenty-five dollars ($25.00) for an altered dog or cat and seventy-five dollars ($75.00) for an unaltered dog or cat. For the second and each subsequent impound within a twelve-month period, the fee shall be doubled. Twenty-five dollars ($25.00) of the fee from each impound fee for an unaltered dog or cat shall be paid into the general fund and the balance shall be paid into the spay and neuter fund. In lieu of paying the impound fee for an unaltered animal, the owner may elect to have the animal spayed or neutered by a licensed veterinarian provided by the Lexington Humane Society, at a cost not exceeding the sum of fifty dollars ($50.00).

Sec. 4-23.1. RESPONSIBILITY OF OWNER TO REMOVE ANIMAL EXCRETA FROM WASTE REMOVAL AREAS
(1) The custodian of every animal shall remove any excreta deposited by his/her animal(s) within the urban service boundary on public walks, streets, recreation areas or private property belonging to another.
(2) Any excreta not removed in violation of subsection (1) above is declared to be a public nuisance.
(3) Any person violating any provision of this section shall, upon conviction thereof by a court of competent jurisdiction, be fined not more than fifty dollars ($50.00) for each violation.

LOUISVILLE-JEFFERSON COUNTY

In the ordinances for Louisville the definition for livestock includes poultry. There is a separate definition for what constitutes poultry. The keeping of poultry are allowed, with some restrictions based on land available and whether they are crowing or non-crowing.

§91.001 DEFINITIONS
Definition of livestock: Cattle, sheep, swine, goats, horses, llamas, buffaloes, or any other animals of the bovine, ovine, porcine, lagomorph, caprine, or equine species, deer and elk, whose regulatory requirements are under KRS Chapters 150 and 246, as well as poultry, ratites [technically ratites are poultry], and cervine, that are privately owned and raised in a confined area for breeding stock, food, fiber, and other products.
Definition of poultry: Chickens, ducks, turkeys, or other domestic fowl.

(7) All livestock other than poultry as set forth in subsection (8), below shall be confined by a fence in good repair sufficient to prevent the animal(s) from leaving the owner's property. Livestock found not restrained by a fence in good repair and which present a threat to public safety may be removed and the owner charged with a violation of this section.
(8) All crowing and non-crowing poultry must be kept on tracts or lots of at least 0.5 acres or more, unless a tract or lot is on less than 0.5 acres and only houses five or less non-crowing poultry, and no more than one crowing poultry in accordance with the remainder of this subsection. All crowing and non-crowing poultry shall be kept in a fence or structure of sufficient height and construction to prevent the animal(s) from leaving the owner's property. The fence or structure must be in good repair. All gates or doors to the fence or structure shall fit properly and shall be locked or secured by a latch. Poultry associated with an agricultural use shall not be subject to the restraint requirement as set forth herein.

§ 91.010 SANITARY DISPOSAL OF ANIMAL FECES REQUIRED
(A) It shall be unlawful for any owner or person in charge of a dog, cat, ferret, or other four-footed mammal, poultry or other fowl to permit such animal to be on school grounds, metro parks or other public property, or on any private property other than that of the owner or person in charge or control of such animal without the permission of the owner of said property, or on any streets, sidewalks, highways, or rights-of-way of the Metro Government other than duly designated bridle paths, unless the owner or person in charge of such animals:
(1) Has, in his or her possession, a suitable device for the picking up, collection and proper sanitary disposal of the animal feces or manure.
(2) Immediately removes all feces deposited by such animal(s) and disposes of same in a sanitary manner.

MADISONVILLE

According to the city ordinances for Madisonville it is possible to keep poultry, but under specific conditions.

§ 92.03  CERTAIN CONDITIONS DECLARED A NUISANCE.
It shall be unlawful for the owner, occupant, or person having control or management of any land within the city to permit a public nuisance to develop thereon.  The following conditions are declared to be public nuisances:
(L)     Keeping of animals.  The keeping of cattle or poultry within one hundred (100) feet of a dwelling other than the dwelling of the owner or person having control of the animal, or failure to keep the animal's pen, yard, lot or other enclosure in a sanitary condition and free from preventable offensive odors; having ownership, possession or control of any animal or animals within the city which create unreasonably loud and disturbing noises of such a character, frequency, intensity or duration as to cause unreasonable and substantial annoyance to persons of ordinary sensibilities in the neighborhood or the immediate vicinity, unreasonably interferes with the use and enjoyment of such property; or is injurious to public health.

§90.14 NUISANCES CREATED BY ANIMALS
(A) It shall be unlawful for any person or entity to keep, possess, or harbor under his, her or its control any animal which constitutes a nuisance as defined in this section.
(B) For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
NUISANCE. Any act of any animal or its owner that unreasonably irritates, perturbs, or interferes with the use and enjoyment of private property or indirectly injures or threatens the safety of a member of the general public. By way of example and not of limitation, the following acts or actions by an animal or its owner or possessor are hereby declared to be a NUISANCE:

(a) Allowing or permitting an animal to habitually bark, whine, howl, mew, crow, or cackle in an excessive or continual fashion or make other noise in such a manner as to result in a serious annoyance or interference with the reasonable use and enjoyment of neighboring premises;
(b) Allowing or permitting an animal to damage the property of any person other than its owner or caretaker, including but not limited to getting into or turning over garbage containers or damaging gardens, flowers, plants, or other personal property or leaving fecal material on the property of another person;
(c) Allowing or permitting an animal to molest, chase, snap at, attack, or attempt to attack passersby, vehicles, domestic pets, or livestock;
(d) Allowing or permitting an animal to be housed or restrained at a distance that in the discretion of any Animal Control Officer or law enforcement officer poses a threat to the general safety, health, and welfare of the general public;
(e) Allowing or permitting an animal to be maintained in an unsanitary condition.

(C) Subject to the restrictions set forth in KRS 413.072(7), an agricultural operation, as defined under KRS 413.072(3), shall be exempt from any enforcement under this chapter which arises out of a nuisance violation as defined herein.

According to the code of ordinances for Mayfield

Sec. 3-10.  Fowl at large.
It shall be unlawful for any person owning or having in such person's custody any chicken, turkey, goose or other domestic fowl, to permit or allow the same to run at large or to permit or allow same to stray from the premises of the person having the control or custody of such fowl to the premises of another. ARTICLE IV.  DISTRICT REGULATIONS

Sec. 4.01.  Provisions applicable to all districts.
4.0116 Livestock (Ord. No. 21-96 § 2, 1-13-97)

  1.  The term "livestock" is to mean, for the purposes of this ordinance, cattle, sheep, swine, horses, ponies, donkeys, mules, hinnies, goats, buffalo, llamas and poultry.

No person being the owner of any domestic animal or fowl shall permit the animal or fowl to be herded, kept or detained or allowed to run at large on the flood protection project or its right-of-way.

Excessive, continuous barking or making such noise as to disturb the peace and quiet of the neighborhood at any time during the night or day; molesting passersby; chasing vehicles; trespassing upon private property in such manner as to damage property; and habitually attacking other domestic animals is declared a public nuisance.

It shall be unlawful to own, possess or harbor any animal or bird that frequently or for continued duration howls, barks, meows, squawks or makes other sounds that create a noise disturbance across a residential or commercial real property line or within a noise sensitive zone. MOREHEAD

According to the city ordinances domestic fowl can be kept in Morehead but not within 200 feet of any residence other than your own. They can also be kept as pets. Poultry can be raised for sale, with specific conditions.

§90.15 KEEPING OF LIVESTOCK WITHIN 200 FEET OF RESIDENCES
In the public interest of health, welfare, and sanitary conditions it shall be unlawful for any person, firm, or corporation to keep or harbor any livestock, fowl, and animals, within the corporate limits of the city within 200 feet of the closest point of any residence built, or hereafter built within the city; except those animals as are exempted in §90.17 and §90.18 of this chapter.

§90.16 RUNNING AT LARGE
No person, firm, or corporation shall permit any livestock, fowl, or animals owned by them to run at large on the streets, alleys, or public or private property of others with the exception of those animals excepted in §90.17 of this chapter, and any livestock, fowl, or animals found running at large in such a manner may be impounded by the police or officers of the city, and, if not claimed within 24 hours, may be sold or destroyed by the police or other officers.

§90.17 EXCEPTIONS; ALLOWANCES
Nothing contained in §90.15 through §90.20 shall prevent any person from owning, keeping, or harboring animals as personal pets, provided they are not kept for other persons for profit; for sale to others; or in excessive numbers, within the prohibited limits of a residence within the corporate limits of the city. Provided further, that cats, and animal pets shall be permitted to run at large unless they have vicious natures that require their confinement in the interest of the public health and safety as provided herein or in other ordinances of the city.

§90.20 POULTRY DEALERS
Nothing in §90.15 through §90.19 shall prevent recognized poultry dealers from keeping chickens or poultry in coops; however, such places where poultry is kept for sale shall be kept clean to prevent obnoxious odors and conditions injurious to the health of the citizens and residents of the city. The poultry houses shall be subject to inspection by the county health agent and, if condemned by the agency, the condition shall be remedied within 5 days or be in violation of this section.

(A) No owner shall fail to provide his animals with good and wholesome food and water, proper shelter and protection from the weather, veterinary care when needed to prevent suffering, and with humane care and treatment.
(B) No person shall beat, cruelly ill-treat, torment, overload, overwork, or otherwise chase any animal, or cause or permit any dog-fight, cockfight, or other combat between animals.
(C) No person shall crop a dog's ears except a licensed veterinarian.
(D) No person shall place any poisonous substance which may be harmful to any animal, as described herein, in any location where it may be readily found and eaten by any animal.

AGRICULTURE: The use of land for agricultural purposes including agriculture, dairying, farming, floriculture, horticulture, pasturage, viticulture, and animal and poultry husbandry and the necessary accessory uses for packing, treating, or storing the produce; provided, however, that the operation of any such accessory use shall be secondary to that of the normal agricultural activities.

LIVESTOCK: Domestic animals of types customarily raised or kept on farms for profit or other productive purposes.

§96.02 POSSESSION OF LIVESTOCK, WILD, EXOTIC, UNDOMESTICATED ANIMALS AND REPTILES.
It is unlawful for any person to possess, harbor, keep, maintain, display or have in his or her possession or in his or her control, in any public place within the City, any livestock or any wild, exotic or undomesticated animal or reptile or to possess, harbor, keep, maintain, display or have in his or her possession or control any dangerous animal or reptile in any place within the City.

It is unlawful for any person to sell, or offer for sale, barter or give away, baby chicks, ducklings or other fowls as pets or novelties or to dye, color or otherwise artificially treat baby chicks, ducklings or other fowls in the City. Nothing herein shall be construed to prohibit the display or sale of natural chicks or ducklings in proper brooder facilities by hatcheries or stores engaged in the business of selling the same to be raised for commercial purposes.

Sec. 4-1.  Keeping of livestock regulated

(a)   It shall be unlawful to maintain or house, within the corporate limits of the city, any livestock on any lots or parcels less than two (2) acres in size.

(b)   For the purpose of this section, the term "livestock" shall include horses, sheep, mules, cattle, goats or donkeys.

Sec. 4-2.  Swine and chickens prohibited.

No person shall keep swine or chickens within the corporate limits of the city.

Sec. 4-3.  Pursuing, injuring, killing of animals and birds.

PADUCAH

Paducah city ordinances allow for the keeping of poultry in the city but they must be kept clean and the enclosure must be at least 300 feet from any neighbors..

Sec. 14-3.  Keeping of fowl; fowl running at large.

  1.  It shall be unlawful for any person to keep or maintain any chickens, turkeys, domestic ducks or other domestic fowl within the city unless such fowl be kept within an enclosure. Such fowl shall not be within 300 feet of any dwelling house, except the dwelling house of the owner of such fowl. All pens and enclosures permitted to be kept in the city shall be kept clean and in a sanitary condition and shall be open to inspection by the city, county or state officials.
  2. It shall be unlawful for the owner or person in possession of any chickens, turkeys, ducks or other fowl to suffer or permit the same to go or run at large upon any of the streets, alleys, unenclosed lots or grounds in the city.

Sec. 14-1.  Keeping of animals generally; keeping of animals which constitute nuisance.

  1.  It shall be unlawful for any person to keep within the city any live animals in such a manner that offensive odors shall arise there from, or in any place where the ground is not dry or cannot be adequately drained.
  2.  It shall be unlawful for any person to keep or maintain upon any premises any animals which constitute a nuisance to the neighborhood, including, but not limited to, animals which emit foul or offensive odors or excessive noise or constitute a danger to the safety of others. The city, or any resident of the city, may request the McCracken District Court to have any animals which constitute a nuisance removed from the premises.
  3. It shall be unlawful to maintain or house, within the corporate limits of the city, any horse, pony, mule, donkey, cattle, sheep, goat, or other livestock on any lots or parcels less than two acres in size and within 300 feet of a dwelling or business. There are hereby exempted from this section all those horses, mules and ponies stabled at any horse racetrack within the city, including Carson Park Fairgrounds and Annie's Stables located at 750 North Sixth Street.

According to Title XV (Land usage) keeping poultry in Pikeville is allowed.

§ 156.004 DEFINITIONS.
AGRICULTURE or AGRICULTURAL USE. The preservation of land in its natural state; or the use of a tract of five (5) contiguous acres for the production of agricultural or horticultural crops, including but not limited to, livestock, livestock products, poultry, poultry products, grain, hay, pastures, soybeans, tobacco, timber, orchard fruits, vegetables, flowers, ornamental plants, including provision for persons and their families who are engaged in the above agricultural use on the tract, but not including residential building developments for sale or lease to the public, and commercial stockyards or feeding areas.

§ 156.050 CONDITIONAL USES.
Conditional uses may be permitted in districts as designated under this zoning code but only when specifically approved by the Board of Zoning Adjustment. All conditional uses shall be subject to the following regulations unless otherwise stated in this chapter.
(A) Conditional approval in all districts. The following conditional uses only may be approved in all zoning districts:

(5) Agricultural uses which are preferred (and conditional) uses in all districts where use existing at time of adoption of this chapter is agricultural;

§ 156.100 R-1 ONE-FAMILY RESIDENTIAL DISTRICT.
(A) The purpose of this district is to establish and preserve low density single-family residences on large lots.
(B) Principal permitted uses. Single-family dwellings, except that no more than one (1) such residential structure shall be permitted on any one (1) tract of land without approval of a development plan by the Planning Commission.
(C) Conditionally permitted uses. The following uses shall be permitted only if expressly authorized by the Board of Zoning Adjustment:

(1) Agricultural uses. (see definition above)

§ 156.106 C-1 NEIGHBORHOOD COMMERCIAL DISTRICT.

(A) The purpose of this district is to encourage development for commercial purposes of small areas of land located in largely residential neighborhoods where such purposes are compatible with residential uses.
(B) Principal permitted uses in this district are any retail businesses or service establishments which supply services primarily for residents of the neighborhood, or which general small traffic volume which is not disruptive to then neighborhood. Such businesses or establishments must front on arterial, collector, or major streets.
(C) Conditionally permitted uses shall be as follows:

RICHMOND

The city ordinance all the keeping of poultry, under specific conditions. Ordinances are also in place which compensate poultry and other livestock owners for attacks by dogs.

§118.02 SALE OF LIVESTOCK, AND THE LIKE, ON STREETS; EXCEPTION
(A) It shall be unlawful for any person to offer for sale or otherwise dispose of any cattle, horses, mules, sheep or other livestock on the public streets, commons, or alleys, of the city except by special permission of the Commission.
(B) It shall be unlawful for any person to offer for sale or otherwise dispose of any shingles, posts, corn, hay, oats or other things loaded upon wagons, trucks or other conveyances, upon the public streets of the city, except by special permission of the Commission.
(C) Nothing in the foregoing paragraphs shall be construed so as to repeal or modify regulations as to stockyards and herding of stock or cattle for sale on the streets.

§90.01 CONFINEMENT REQUIRED
It shall be unlawful for any person to keep, maintain or harbor, within the city any horses, cattle, poultry, fowl or other animals or livestock of any nature or description, unless the same be kept confined at all times inside barns or other proper structures.

§90.02 ABANDONMENT PROHIBITED
It shall be unlawful for any person to leave or cause to be left, or abandon any worn-out, diseased or dead horses, mules, ox, or other animal on the streets, commons, alleys or other places in the city.

No owner of horses, mules, cattle or other livestock shall permit same to run at large upon the streets, alleys, or unenclosed lots in the city.

It shall be the duty of any person having, owning or keeping poultry within the city to keep said poultry at all times on and confined to the property or premises of the person having, owning or keeping said poultry; provided, however, that this section shall not apply to persons conveying or driving poultry over and along any of the streets, alleys or public ways of said city to or from market or for other purposes.

§90.09 OPERATION OF SLAUGHTER HOUSES, BUTCHER SHOPS, AND THE LIKE.
It shall be unlawful for any person to open, carry on, or operate, any butcher shop, slaughter house, glue factory, brewery, distillery, livery stable, blacksmith shop, stock yards, or foundry within the limits of the city without the permission of the Commission granted at a regular meeting thereof upon written application.

§90.3 LIVESTOCK PROTECTION FROM DOGS.
The provisions of the KRS 258.095 to 258.125, and 258.275 to 258.355, inclusive, and listed herein by title, shall be enforced:
(A) Dog owner is liable to livestock or poultry owners for damages done by dog.
(B) Licensed dogs killed without justification may be compensated for.
(C) Dogs guilty of destruction of livestock or poultry may be ordered confined or destroyed; owner of such dog forfeits compensation for loss.
(D) Dogs guilty of excessive damage to livestock or poultry may be ordered quarantined.
(E) Livestock fund is controlled by Commissioner of Finance; Commissioner of Agriculture to enforce provisions in this section.

Agricultural use: "Agricultural Use" means the use of a tract of at least five (5) contiguous acres for the production of agricultural or horticultural crops, including but not limited to livestock, livestock products, poultry, poultry products, grain, hay, pastures, soybeans, tobacco, timber, orchard fruits, vegetables, flowers or ornamental plants, including provision for dwelling for persons and their families who are engaged in the above agricultural use of the tract, but not including residential building development for sale or lease to the public. UNION CITY

The city ordinances allow for the keeping of poultry only when offensive odors and smells are produced or when or raucous noises injurious to the health, comfort or property of individuals or of the public occur.

§90.03 CRUELTY TO ANIMALS IN THE SECOND DEGREE.
A) A person is guilty of cruelty to animals in the second degree when, except as authorized by law, he intentionally or wantonly: (1) Subjects any animal to or causes cruel or injurious mistreatment through abandonment, participates other than as provided in §90.03 in causing it to fight for pleasure or profit (including, but not limited to, being a spectator or vendor at an event where a four-legged animal is caused to fight for pleasure or profit), mutilation, beating, torturing, tormenting, failing to provide adequate food, drink, space, or health care, or by any other means; or (2) Subjects any animal in his custody to cruel neglect; or (3) Kills any animal.
(B) Nothing in this section shall apply to the killing of animals: (1) Pursuant to a license to hunt, fish, or trap; (2) Incident to the processing as food or for other commercial purposes; (3) For humane purposes; (4) For any other purpose authorized by law.

§92.03 CERTAIN CONDITIONS DECLARED TO BE PUBLIC NUISANCES.
The following conditions are hereby declared to be public nuisances and are prohibited:
(E) Animals. The keeping, feeding, sheltering or confining of any fowl or animal which occasions offensive odors and smells or raucous noises injurious to the health, comfort or property of individuals or of the public.

§92.21 DISTURBING AND UNNECESSARY NOISES
The following acts are declared to be loud, disturbing and unnecessary noises in violation of this chapter, but said enumerations shall not be deemed to be exclusive, namely:
(E) Animals, birds, and the like. The keeping of any animal or bird which by causing frequent or long continued noise shall disturb the comfort or repose of any persons in the vicinity.

§ 90.01  DEFINITIONS.

LIVESTOCK.  Cattle, sheep, swine, goats, emus, ostriches, horses or any other animals of the bovine, ovine, porcine, caprine, ratite or equine species.

DOMESTIC ANIMAL.  Such animals as are habituated to live in or about the habitations of human beings, and which are kept, cared for, sheltered, fed, or harbored for use as a pet or as a source of food, raw materials or income..

  2.  When not actually employed in the drawing of vehicles, horses and mules kept within the city limits as provided in subsection (a) shall be confined to stables and shall not be allowed to run at large either on private premises or on the streets or other public property of the city.
